  • PAR Releases Report on Innovation in Louisiana

    Innovation in Louisiana: Maximizing Investment in University Research to Promote a Knowledge-Based Economy

    Opportunity is knocking for Louisiana. The report makes the case for why innovation matters in Louisiana and focuses on two major elements: the intellectual infrastructure in our universities and the mechanisms for knowledge transfer into the economy. The report examines the state of university research and development in Louisiana and makes recommendations to state leaders, higher education officials and businesses to foster a better environment for innovation.

  • PAR Releases Commentary - Louisiana Needs a Champion for Open Government

    PAR released a commentary on the public records laws. PAR calls upon the next governor of Louisiana to assert policies and practices for greater transparency in government and to set an example as a champion of accountability and citizen access to public documents and meetings.

    In particular, PAR urges the next governor to adopt a more narrow definition and application of the deliberative process privilege and to prevent the privilege from being claimed inappropriately throughout state and local government. A list of this and other PAR recommendations is provided. A special report on the deliberative process privilege is attached after the commentary.

  • PAR Released Policy Brief on Film Tax Credit Incentives

    The Public Affairs Research Council of Louisiana has released a new report that analyzes the state’s film tax credit incentives and recommends changes to limit the excessive costs and develop a more Louisiana-focused program. The PAR report clears up common misperceptions and exaggerations about the program, explains how the credit process affects state finances in the long term and offers specific and general recommendations to improve results.

    The PAR study also makes more general points about the future direction of state policy on this issue. The economic development challenge for Louisiana is not just to win more major film projects but to position itself in the emerging and converging entertainment fields of film, animation, digital interactive media, gaming, software and sound recording.

  • PAR Releases Reports on the State Budget Crisis

    PAR has released three documents analyzing the state’s budget challenges facing the governor and Legislature.

    PAR’s Guide to the State Budget Crisis examines the fiscal condition of the state, including the historical factors that lead us to the current crisis. It serves as an educational primer on state budgeting and it investigates the familiar as well as the obscure but critical elements of state taxing and spending. Click here to see full report.
